except it's a sham. (you're surprised?) the oil companies already control thousands of square miles of offshore leases that they are currently NOT DEVELOPING. they just want to control yet more leases.
estimates are that IF these areas were developed AND anwr was developed, it would add less than 1% to the worlds oil supply for a possible 1% decrease in prices.

They control 'em, but are they totally unrestricted in how they can use them? And can our overloaded refineries handle more crude?
