Turf war sparked killings

Ummm...it says in the story the gang war started up again because one of the leaders just got out of prison and recruited members while inside...
Why do we have to let them out?
The other leader is about to get out...
This is just like letting terrorist go and having them run right back to the middle east t0 kill more American soldiers.
Can we just have a "free gun day" where we get all the gang members to go somewhere to "get a free gun"...then, when they get there just clock the door and ever open it again.

These people ruin any chance at all of a normal and productive life in the inner city.
She younger kids what happens to gang members, maybe they might try learning how to read instead of mastering their "street skills"
