No, he made the highest offer on the house, and had to up the offer twice before the homeowner sold it. The homeowner did sell an adjacent lot to Rita Rezko at the same time, which Rita Rezko eventaully sold for a profit, suggesting she did not overpay on that land to help the Obamas out.
