Could it be that crazy liberal Turner is NOT referring to the Islamic radicals but to the ordinary Muslims who would otherwise not be actively against the US? Obviously, that's what he means.

Turner, who thinks Israel and America are the problem like most leftist elitists, explicitly referred to Muslim extremists. He believes if we are good Dhimmis, Islamofascists will give up their dream of a global Caliphate.
A combination of wishful thinking, ignorance, and stupidity, methinks.
You are entitled to be certain, Game, but that doesn't make you right.
These people may not make policy or strategic decisions, but they certainly make individual or group decisions to react to being bombed by fighting what they perceive to be a defense of their land and their religion.
