The Journal writes this story to try and pull the race card and claim administrators are racist.
To anyone who does not think in black and white all the time, the story simply means that black kids break school rules way more than any other group.

Well, black kids do break school rules more than any other group, but that doesn't guarantee the board is on the level, either....
Any time a district has a sharp increase in numbers like that, it is a GOOD thing to examine the situation and ask why, game.
Incidentally, no offense to anyone who may live there, but I have heard that Racine is a cesspool.
I get your point, but these are ALWAYS the numbers. Administrator's hands are tied. You are supposed to enforce the rules equally, but you know you can't punish the black kids for EVERY rule they break or the numbers would be even more unequal. So you give the black kids more breaks and try and talk to them instead of suspend as much as you can...but you still get stories about the numbers in the paper.
Actually, now that I think about it, the number here probably mean that Racine is probably MORE consistant with enforcing the rules than anyone else. When other districts have a black kid up for expullsion they most likely get scared about storis like this and decide to not kick the kid out.
Sadly, this is often true here, as it seems to be true in Wisconsin.
Maybe Gov. Doyle needs to get a state commission to investigate this inequality. It's obvious that the rules are unequally targeting the black kids. Yeah, right!!!!
Trust me, I live in the same town as Sharpton....until fundamental change occurs from within from the black community itself, this modus operandi will continue to be followed, regardless of the fact that little is ever gained by either side.
They've had many years of practice at this, and no one wants to be honest, the close-minded one and protest the established order.
