They can question. It's their prerogative. But your cited article includes the following mis-leading statement:
Sen. Joe Lieberman, a Connecticut independent, says that America's nuclear arsenal must be modernized. That might be difficult if President Barack Obama keeps to his pledge not to build new warheads or engage in underground testing.
Nuclear warheads are made of multiple components. These components are constantly being improved and upgraded. You don't need to build NEW warheads to modernize the arsenal. A member of the Armed Services Committee knows this but LOVES providing anti-Obama entertainment for the Fox audience.
