About one-third of the people living in Washington D.C., the US capital, are ‘functionally illiterate’, compared with about one-fifth nationally.

The ‘adults are considered functionally illiterate if they have trouble doing such things as comprehending bus schedules, reading maps and filling out job applications,' - Study.

It would be interesting to see how much of this is due to illegal immigrants who can't speak english.

Vittal,

Have you spent any real time in DC? The problem is ingrined laziness and knowing the other people will take care of them. THese are the hallmarks of Liberalism run amok.

Of course, I have spent time in DC. I have spent time in Atlanta and LA as well. I know what you are talking about. I don’t support laziness either! At the same time, I don’t buy the notion that liberal values = Laziness or lack of individual responsibilities. The problems in these cities are much bigger. It’s a cultural issue. Unless we change the culture at home and provide better role models, things are only going to get worse.

Glad that you mentioned slavery and racism which I intentionally didn’t mention in my earlier response. In my opinion, those are the two most important things that changed the culture of the people we are talking about. We can’t change the culture at home overnight. It is easier said than done. Look at other parts of the world - you will see the same issues with those who were exploited for generations. It probably also explains why other minorities like Asians tend to do much better as compared to those who had their roots in slavery and exploitations.

Liberalism, like any other ideology, has its own faults. We can’t blame it for everything. Culture at home and the culture at our community will affect the way we think and make choices in our life. They shape up our personalities. Why just illiteracy? We can extend this argument to other problems as well – starting from broken families, high divorce rate and teenage sex to poor performance of our students in math and science. And, this is true across the nation. It’s wrong to assume that liberalism is behind all these problems. It’s all driven by the values that family and society believes in. If you are not happy with result, you need to change the culture. And, it takes time.

I have talked about this over and over...you are correct that it takes time and it causes pretty much all of our problems, not just the fact people can't read...
And yes, it is not 100% liberalism's fault...but I believe it takes the message of personal responsibility and not blaming everyone else to get things to change...gov't programs will not work (liberal idea)..
And I believe the message of personal responsibility is a conservative trait
