NASA on target for return to the moon by 2020

Why will it take us 13 years to do something we already did in the 60's when we were too f-ed up to do anything?

The problem is that we don't have a Lunar Vehicle. We retired the Apollo capsule, the Saturn V rockets, and the LEMs.

NASA had planned on having an orbiting station at one of the LaGrange points around Earth and around the moon to be waystations for craft designed for Lunar Landings and craft for transport between the stations.
